Clients rely on Jackie’s thoughtful and thorough guidance on a wide variety of government contracting matters. She counsels on a broad range of regulatory compliance issues impacting contractors’ ability to conduct business, such as requirements related to the Buy American Act, the Trade Agreements Act, and SBA’s small business programs. Jackie also represents clients in procurement-related disputes including bid protests at the Government Accountability Office and the Court of Federal Claims, and size and status protests before the Small Business Administration, as well as contract disputes with the government and teaming partners.
Jackie is a team leader for PilieroMazza’s False Claims Act Group, where she assists clients in investigations related to government contracts, including FCA investigations and suspension and debarment proceedings. Additionally, her practice extends to helping clients pursue federally funded contracting opportunities, particularly those tailored to comply with the Department of Transportation’s Disadvantaged Business Enterprise Program.
A member of the Firm’s Business & Transactions Group, Dave offers a comprehensive and tailored approach to clients on a diverse array of transactional and finance matters. He represents companies in mergers and acquisitions, strategic asset acquisition and disposition, commercial and SBA financing arrangements, public and private offerings of debt and equity securities, venture capital and private equity transactions, and corporate governance and board of director issues. Furthermore, Dave advises clients on all phases of their business life cycle—from formation and start-up; through growth, operation, and sustainment; to sale of the company—often guiding clients on matters related to complex transaction structuring, representations and warranties insurance, federal and state securities laws, and tax compliance.
Well versed in guiding clients operating in highly regulated industries, including government contracting, Dave is adept at structuring transactions that navigate the unique constraints placed upon government contractors—particularly small businesses and companies participating in preferential procurement programs. In so doing, he frequently coordinates contract novations, subcontract assignments, and security clearance notifications—helping clients achieve their ultimate objectives.
Sam takes a 360-degree view of clients’ concerns, providing the depth and breadth of counsel needed to successfully aid commercial businesses in a broad range of government contracting and litigation matters. In this regard, he frequently represents federal contractors to obtain favorable outcomes in bid protests before the Government Accountability Office and the Court of Federal Claims and in size and status protests before the Small Business Administration. Sam is also skilled in resolving government contract disputes and business torts.
He advises clients on matters of regulatory compliance arising under the FAR and SBA regulations, including those related to recertification, past performance evaluations (CPARS), organizational conflicts of interest, security clearances, and affiliation. Sam also represents clients in claims, appeals, and REAs. He serves as a team leader on PilieroMazza’s Construction Industry Team and is a member of the Firm’s Government Contract Claims & Appeals Group.
