PilieroMazza is excited to announce the latest additions to the Firm’s growing Government Contracts Team, new Counsel Kevin Barnett and Associate Eric Valle. Chair of the Group, Jon Williams, remarked: “We welcome Kevin and Eric into our ranks and look forward to them being invaluable resources for our clients in the federal procurement space.”
Kevin advises clients in all aspects of government contracts law, including preparing, negotiating, and prosecuting claims, requests for equitable adjustment, and termination for convenience settlements, as well as litigating appeals before the Court of Federal Claims and the boards of contract appeals. He counsels firms with an array of Federal Acquisition Regulation compliance issues, such as advising companies new to federal contracting on making a smooth transition.
Additionally, Kevin guides clients through the Freedom of Information Act (FOIA) process, from drafting and negotiating FOIA requests to litigating in federal court. He prosecutes bid protests before the Government Accountability Office, the Court of Federal Claims, and the agency level. Kevin also co-authors the leading treatise on Attorney-Client Privilege in the United States (2020-2021), which federal appeals courts regularly cite.
Kevin is a cum laude graduate of American University, Washington College of Law, where he was an Articles Editor on the American University Law Review. He maintains an active pro bono practice focused on assisting veterans in obtaining benefits.
Eric focuses his practice on all aspects of doing business with and litigating against the federal government. He helps clients resolve issues relating to bid protests, contract claims and appeals, regulatory compliance, and suspension and debarment. Eric’s practice also extends to matters involving False Claims Act litigation, cost accounting, data rights and intellectual property, subcontractor and teaming agreements, and small business issues.
Eric clerked for the Honorable Matthew H. Solomson at the United States Court of Federal Claims. He studied procurement law extensively at The George Washington University Law School and graduated as a Murray Schooner Procurement Scholar. While attending law school, he worked for the Congressional Advisory Panel on Streamlining and Codifying Acquisition Regulations (809 Panel) and as a judicial intern at the United States Court of Appeals for the Federal Circuit. Eric received the Patricia A. Tobin Government Procurement Law Award and the National Contract Management Association’s Outstanding Academic Achievement Award. Before attending law school, he worked for the Department of the Army and a national defense contractor.
