PilieroMazza is pleased to announce the return of Tim Valley to the Firm after more than three years serving as an Attorney Advisor at the Department of Homeland Security’s Office of the General Counsel.
Tim’s time in government service, combined with his prior experience in private practice, gives him a unique perspective and deep understanding of the GovCon landscape. He is exceptionally well-positioned to help government contractors navigate complex legal and regulatory challenges.
At PilieroMazza, Tim will continue to advise clients on a wide range of government contracting matters, including bid protests before the GAO and the Court of Federal Claims (COFC), as well as size and status protests before the Small Business Administration (SBA). He also represents clients in claims and appeals before the Civilian Board of Contract Appeals (CBCA) and the Armed Services Board of Contract Appeals (ASBCA).
He also counsels clients on matters of regulatory compliance, issues specific to SBA’s small business programs, and data rights for intellectual property under government contracts. With expertise in novations, subcontracts, and teaming agreements, Tim advises clients on complex GovCon matters, including due diligence for mergers and acquisitions. He offers clients guidance on compliance with the Procurement Integrity Act, conducts investigations, and navigates organizational conflicts of interest to ensure clients remain fully compliant in the highly regulated government contracting space.
As an Army Reservist, Tim also serves part time in the U.S. Army Judge Advocate General (JAG) Corps as a First Lieutenant. Upon graduating from the JAG Officer Basic Course (JAOBC), Tim made the Commandant’s List and received a commendation for top grade in Fiscal and Contract Law.
